intro：The Hong Kong police received a tape that revealed three members of the police force were suspected of using violence against a man on the street. As a result, members of the complaints unit began an investigation into the members of the Police Tactical Unit (PTU). Officer Lee Wing-sum (played by Donnie Yen) knows that the officers in the tape are himself and his colleagues, while the victim of the violence is a criminal known by the nickname 'Big Marijuana'. Therefore, Ah Sum decides to cover up the incident and privately deal with 'Big Marijuana'. However, 'Big Marijuana' has disappeared without a trace. Officer Ma Ba (played by Lee Kwok-lun) seeks financial assistance from the police but is turned down, and during an operation, he is violently knocked down by his supervisor, pushing Ma Ba to a dead end in life.
