He has tried many punitive measures but still cannot manage to keep order, and the governor has given him an ultimatum: either manage the inmates or shut down the prison. Following the advice of his right-hand man Dwight (played by Laurence), he comes up with an extremely 'creative' idea that will allow him to control the inmates while saving millions of dollars, and this idea comes directly from the 'Human Centipede' movie!
